Yury Trutnev, Deputy Prime Minister of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District, gave instructions to work out additional measures to attract investors to the region and improve the investment environment. This was announced on Sunday by the press service of the Plenipotentiary Representative Office following the meeting on the results of work in 2021 and 2022 priorities.
"Following the results of the meeting, Yuri Trutnev gave instructions to the Ministry for the Development of the Far East of Russia, together with the heads of the Far Eastern regions, to submit proposals for the introduction of additional measures and types of work to attract investors and improve the investment environment, considering the current social and economic situation," the report says.
It was specified that 562 investment projects are now being implemented in the priority development areas of the Far East, the investment volume under the contracts will amount to 4.4 trillion rubles, of which 1.5 trillion rubles have already been invested and 49.5 thousand jobs were created. Thanks to the free port of Vladivostok status, 2,082 investment projects are being implemented, the volume of investments under the contracts will amount to 1.2 trillion rubles, 262.3 billion rubles have already been invested, and 30 thousand jobs have been created. Another 36 investment projects in the Far East are being implemented under the support of VEB.DV and infrastructure subsidies from the Russian Ministry for the Far East Development. Seven projects are being implemented as part of the Capital of the Arctic TPD, the total project investment volume will amount to 103 billion rubles, 91.8 billion rubles have already been invested, and 2.4 thousand jobs have been created.
"The work on improvement of the schemes, finding ways to make the economy of the Far Eastern and Arctic territories more efficient, shall be done constantly, in fact, it shall be ongoing. Especially given the current situation. <...> The better conditions for business development, launch of new investment projects and the implementation of existing ones we create, the faster the territories of our country will develop," Trutnev said.
Social sector development
The mechanisms for the social sector development were also discussed. Thus, in 2021, 100 facilities were built using the funds of the Far Eastern "Unified Subsidy" provided to the regions through the Ministry for the Development of the Far East of Russia, and 111 other facilities were repaired. Over 100 thousand people participated in the Far Eastern Hectare program. In 2021, 10,929 people received their "Far Eastern hectares", and for 1,470 land plots ownership has already been registered. At the same time, a number of inconsistencies were revealed in the work of the authorized bodies; 25.9 thousand contracts for allocated land plots, expiring in August 2022, are at risk.
"Yuri Trutnev drew the attention of the heads of the regions of the Far Eastern Federal District to the unacceptability of delaying the deadlines for registering the ownership of the "Far Eastern hectares" and ordered the governors to personally supervise the situation," press service said.
It is said that the preferential 2% per annum "Far Eastern mortgage" has gained popularity among the people. The total amount of the subsidized loans granted under the program from December 2019 to 2021, amounted to 127 billion rubles. In 2020-2021, the number of applications accepted has doubled. During the program, over 32 thousand subsidized loans were granted.
The "Far Eastern Concession" mechanism has been launched. "This is the only opportunity for us to build infrastructure now, and not wait for seven, ten or sometimes more years. During the next three years, thanks to this mechanism, about 0.5 trillion rubles will be invested in the infrastructure development," said Alexei Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic, quoted by the press service.
Trutnev drew the attention of the heads of the regions of the Far Eastern Federal District to personal responsibility for social and economic processes. "One can always say there is no resource or solution, but in any case, we need to achieve results, but we need to achieve it in consideration of the situation we are in now, and the resources we have," the Deputy Prime Minister said.
