Irkutsk Region, NIA-Baikal — A linear elevator for receipt, processing and storage of grain crops, leguminous and oilseeds is planned to be constructed in the Kuytunsky District of the Irkutsk Region.
It is stipulated by the agreement that was signed at the Eastern Economic Forum. The document was signed by Alexander Lautin, Director General of Irkutsk Region Development Corporation JSC and Sergey Pushkin, General Director of New Land Grain Corridor LLC (NLGC) in the presence of the Governor of the Irkutsk Region Igor Kobzev and the First Deputy Governor and Chairman of the Government of the Irkutsk Region Konstantin Zaytsev.
The Russia-China New Land Grain Corridor project is being implemented in pursuance of the agreements reached in 2016 between President of the Russian Federation Vladimir Putin and President of the People's Republic of China Xi Jinping. The project objective is to realize the potential of the Urals, Siberia and Far East regions of the country by increasing agricultural production and exporting it to China, Central Asian, Middle East and Asia-Pacific countries.
“The Irkutsk Region was involved in the large-scale project aimed to increase agricultural production and export it to Central Asian, Middle East and Asia-Pacific countries. This project gained support of the President of the Russian Federation, Chairman of the Government of the Russian Federation and the Russian Government as a whole, Eurasian Economic Commission and Intergovernmental Commissions,” said Governor Igor Kobzev.
In the Irkutsk Region NLGC Group intends to apply the mechanism of contract production of grain crops, leguminous and oilseeds, which will contribute to the expansion of sown areas in the Angara Region to 1 million hectares, along with an increase in crop yields by 30-50%. By 2030, it is planned to increase the contract production of grain crops, leguminous and oilseeds to at least 500 thousand tons per year in addition to the current production volumes, as the press service of the Governor and the Government of the Irkutsk Region reports.
One-time storage capacity of the linear elevator, which is planned to be constructed in the Kuitun Region, will be 200,000 tons. The target shipment volume of grain crops, leguminous and oilseeds for this elevator will exceed 500 thousand tons per year. In addition, the facility construction will provide 120 new workplaces. By 2035 gross regional product after the linear elevator construction will increase by more than 10 billion rubles, tax revenues to budgets of all levels will also grow by more than 2 billion rubles.

Over the past three years, the grain production volume in the region has increased from 779.2 thousand tons in 2019 to 917.8 thousand tons in 2021, oilseeds production volume has increased from 33.8 thousand tons in 2019 to 94.2 thousand tons in 2021. The Irkutsk Region actively develops and supports agricultural production. The Government of the Irkutsk Region, at the expense of the regional budget, is implementing an agricultural machinery renewal program, which implies compensation of 40-70% of the costs incurred for the purchase of agricultural machinery and equipment under leasing agreements and direct sales contracts. Almost 50 million rubles are annually allocated from the budget to support elite seed production.
