Chairman of the People’s Republic of China Xi Jinping at the invitation of the President of the Russian Federation V. Putin paid a state visit to the Russian Federation on March 20-22, 2023. The heads of governments held talks in Moscow. Chairman of the People’s Republic of China Xi Jinping also met with the Chairman of the Government of the Russian Federation M.V. Mishustin.
Excerpts from the joint statement:
The Parties are intended to make coordinated targeted efforts to reach the highest level and ensure a truly strategic nature of practical cooperation in all areas in order to strengthen the material base of Russian-Chinese relations and improve the life quality of the peoples of the two countries.
The Parties are going to help consolidate the trend of bilateral trade growth, gradually improve its structure, implement a Roadmap for the high-quality development of Russian-Chinese mutual trade in goods and services, support electronic commerce development, identify new growth points, increase the coverage and efficiency of trade and economic cooperation, try to reduce the negative impact of external risks on it as much as possible, ensuring sustainability, stability and security of production and supply and logistic chains. The parties intend to deepen interregional cooperation, expanding its geography and scope, increase exchange and cooperation between small and medium-sized businesses.
The parties will progressively promote investment cooperation in various fields, improve business environment and legal support, introduce innovative forms of interaction, deepen cooperation in the digital economy and sustainable, development, including so called «green growth». The parties will continue to develop a new version of the Russian-Chinese Investment Cooperation Plan.

The parties will strengthen interaction in the transport field, improve cross-border infrastructure, increase the throughput of checkpoints and ensure their stable functioning. The Parties intend to continue supporting of the development of railway and sea freight traffic in the Crimea — Europe transit through the territory of the Russian Federation and increase their efficiency.

The parties will promote creation of favorable conditions, increase the volume of supplies of agricultural products and food to the national markets of Russia and China, including diversification of such supplies.
The Chinese Party facilitates promotion of integration processes within the Eurasian Economic Union, while the Russian Party supports the «Belt and Road Initiative». The Parties are making active joint efforts to link the development plans of the Eurasian Economic Union and the «Belt and Road Initiative» in order to strengthen interconnectedness in the territory of the Eurasian region, continue to work on the implementation of the Agreement on trade and economic cooperation between the EAEU and its Member States, on the one hand, and the People’s Republic of China, on the other hand, on May 17, 2018.
The Parties confirm their focus on the parallel and coordinated formation of the Greater Eurasian Partnership and development of the «Belt and Road Initiative» in the interests of developing bilateral and multilateral integration processes for the benefit of the peoples of the Eurasian continent.

The Parties will continue close cooperation in strengthening of their role and influence of the SCO in ensuring peace, security, and stability on its territory. Together with other SCO member states, they intend to make efforts to improve the Organization activities at the present stage in order to effectively counter new challenges and threats and to deepen mutually beneficial multilateral relations in the fields of trade, economy, and cultural and humanitarian ties in Eurasia.
Russia highly appreciates the successful organisation of the XIV BRICS Summit. The Parties are ready, together with other members of the association, to implement agreements reached during the past BRICS summits, deepen practical cooperation in all areas, actively promote discussions on BRICS expansion and increase the number of shareholders of the New Development Bank, dynamically develop cooperation in the «BRICS outreach»/ «BRICS plus» format and support interests of developing and emerging market countries.
The parties intend to develop cooperation within the formats «Russia — India — China» and «Russia — China — Mongolia», as well as strengthen cooperation using such platforms as the East Asian summit, ASEAN Regional Security Forum, and the Meeting of defense ministers of ASEAN member countries and dialogue partners. Russia and China will continue to increase coordination on deepening cooperation with ASEAN and intend to continue working towards strengthening of the Association’s role as a key element of the regional framework.
