At the premises of the Ulan-Ude Aviation Plant, the head of the state held a videoconference meeting on the implementation of the development program for Far Eastern cities.
V. Putin:
During the last ten years we have achieved noticeable results in the development of economy, infrastructure, and social sector of the Far East. At the same time, serious efforts will be made for radical improvement of the life quality of inhabitants of the Far Eastern regions, creation of comfortable and safe urban environment, in order to solve infrastructural and environmental problems, to give an additional impetus to business initiatives, offering new opportunities and prospects for education, employment, and self-realization of citizens.
In this regard, at the Eastern Economic Forum in 2021, the launch of the large-scale development project for Far Eastern cities was announced. It includes all administrative centers of the Federal constituent entities and cities with population of more than 50,000 people, as well as Tynda and Severobaikalsk, the most important points of the Baikal-Amur Mainline.

A great incentive for urban development should be such an infrastructure refresh, which, as stated, is not limited only to city boundaries, but will also allow cities to become more actively involved in the economic development of the country, organizing new relations with neighboring regions and countries.
In general, it is necessary to use geographical advantages of the Far Eastern cities more efficiently, expand transit corridors, and increase oncoming cross-movement between partners in the Asia-Pacific Region. Now this is in demand for the country as a whole and, of course, should contribute to the development of those regions in which this logistics should develop.
Thus, here we will manage to achieve a complex effect: unload the seaports of the Far East and increase interconnectivity between our territories, as well as give an additional impetus to regional economies in order to create jobs and launch new production facilities.

Cooperation with the countries of the Asia-Pacific Region has always been the most important factor in the development of the Far East. Today it is becoming a key direction. In order to develop trade and economic relations, the cross-border infrastructure is being expanded: in 2022, the bridges Nizhneleninskoye — Tongjiang, Blagoveshchensk — Heihe, and Transbaikalia grain terminal were put into operation. For the effective use of the created infrastructure, we recommend to use the mechanism of intergovernmental agreements.

Today, strategic position of the Territory is the question of particular importance, as it is the closest region for cooperation with China, with largest number of developed railway and road border crossings, with the most extensive railway and highway network, with access to federal highways, Trans-Siberian Railway and Baikal-Amur Mainline.

International priority development area, production and logistics complex. Transbaikalia has a unique position: the region includes checkpoints with China and Mongolia that require expansion. This is especially important in the current situation.
Most of the cargo without any processing and involvement of production is transported to the largest logistics centers, usually in Moscow, and then back throughout the country. The International priority development area will provide the best conditions for accelerating the turnover of operations with a wide variety of goods, including sanctioned ones, as well as their production — for the needs of our own economy and the economy of China.
We are also creating a grain corridor to China, which will significantly increase the volume of agricultural production of grain and oilseeds in Transbaikalia. The grain terminal has already been launched.
