On May 30th, Agriculture Minister of the Russian Federation Alexander Tkachev took part in a meeting of the Presidium of the Council under the President of the Russian Federation for Strategic Development and Priority Projects, chaired by Prime Minister Dmitry Medvedev.
The meeting participants discussed the implementation of the project "Export of agricultural products" in terms of supporting associations of agricultural producers and creation of logistics centers for the export of agricultural products.
Alexander Tkachev informed Dmitry Medvedev that the project was progressing according to schedule.
The minister announced that in accordance with the adopted priority project for agricultural export support, exporters of agricultural products will receive assistance under lending and insurance programs, in participation in fairs, as well as in compensation of logistics and transport costs.
“I am sure that the implementation of our priority project will allow to expand support of exporters significantly and increase supply of agricultural products to foreign markets by 27% to 21.4 billion rubles by 2020,” Alexander Tkachev added.
During his speech, the head of the Ministry also reported about additional supporting measures in accordance with the decision of the Project Committee.
First, the Ministry of Agriculture of Russia, together with industry unions and associations, is working over the issue of including measures to develop industry export programs for certain types of agricultural products as the priority project.
Secondly, the issue of including export cooperatives that unite small and medium-sized businesses, including micro-enterprises engaged in the collection of honey, berries, mushrooms, nuts, canned fruits and vegetables, juices and confectionery, has already been resolved. As measures to support export cooperatives, a grant support for creation of production facilities and compensations of consulting, marketing services and logistic services for agricultural products is provided.
The third important aspect of work is the development of commodity distribution export infrastructure. It will be integrated into the federal agro-logistic network that links the South, Central Russia, the Urals, Siberia and the Far East regions. The network will include large ORCs in the Krasnoyarsk, Trans-Baikal and Khabarovsk Territories, Amur, Novosibirsk and Sverdlovsk regions.
First of all, it is planned to implement the following projects:
- agro-logistics hub in the Primorye Territory (commissioning in 2018-2019);
- grain terminals Zarubinsk and Zabaikalsk (3 and 8 million tons of grain transshipment, respectively, by 2020).
In addition, Russian Ministry of Agriculture together with REC, is preparing a draft government decree providing for partial compensation of the costs for railway transportation of agricultural and food products for long distances.
