This is a unique facility that provides not only high productivity up to 8 million tons per year along with full traceability (the “three tubes” rule), separate storage and transshipment of grain, but most importantly, the highest biosafety level fully complying with the requirements of China. "Comprehensive security system" based on machine vision and learning systems, integrated into all weighing and information systems of the terminal, as well as external systems with online access for the Federal Customs Service and the Border Guard Service of the Federal Security Service of Russia, ensures complete transparency, security, simplification and acceleration of state control procedures.
The terminal includes two railway depots (with broad and narrow gauges) with dispatching system, the total length of its own railway tracks is more than 20 km. The Terminal also includes a railway depot for 6 on-site robotic locomotives. The terminal, thanks to the “cross connection technology”, makes it possible to accept full trains on both gauges (71 conventional Russian railway cars and 82 conventional Chinese railway cars). This is the most modern and optimal railway solution providing a minimal load on the Russian Railways station infrastructure and duration of its occupation.
It is important to note that Grain Terminal Zabaikalsk is the shortest and most profitable export route to China:
- The minimum distance and lead time "field - elevator - terminal - consignee in China" (2 weeks, instead of 3 months for sea delivery).
- No need for second transshipment.
There is no long land transport leg to sea terminals as well as a sea leg
In numbers it means huge time and money savings for grain producers, exporters and buyers.
The terminal launch will eliminate infrastructural restrictions on the access of domestic (primarily Far Eastern and Siberian) manufacturers and exporters to China as world's largest market, and will also stimulate production growth in these regions.
Karen Ovsepyan - General Director of the Grain Terminal Zabaikalsk:
“Grain Terminal Zabaikalsk was built in accordance with the instructions of the Russian President Vladimir Putin. This is the world's first specialized railway terminal and the largest grain logistic facility in Russia with transshipment capacity of 8 million tons per year.
The terminal is the key element of the New Land Grain Corridor program, a contract grain production ecosystem with total investment amount of more than 300 billion rubles.
Regions from the Urals to the Far East in the medium term are able to produce 2 times more grain or 60 million tons per year, as was confirmed by the most large-scale study since the Soviet period.
This all will strengthen the food security of Russia and double the potential for grain supplies to the friendly countries of Greater Eurasia, increasing the role of Russia in these markets".
Grain Terminal Zabaikalsk is an investment project of international importance, which provides the most profitable and shortest route for grain supplies from the Urals, Siberia and the Far East regions to China.
“The essence of the New Land Grain Corridor Project is to realize the gigantic potential of the Urals, Siberia and the Far East regions in agricultural production increase. Our forecasts, which are confirmed by leading Russian industry experts, show the possibility of increasing agricultural production in Russia beyond the Urals in the medium term from today's 27 million tons per year to 60 million tons, and in the long term - up to 90 million tons per year due to the involvement of agricultural land and melioration development, which will allow the Russian Federation to become the leading food market player of the Asian Region. Thus, in fact, a new Eastern export corridor for Russian grain will be created,” explained Sergey Pushkin, General Director of New Land Grain Corridor, LLC.
Increase in grain production in Siberia and Far East regions is currently facilitated by the introduction of internationally recognized "contract production" mechanism for grain crops. It is based on the conclusion of long-term contracts for production with an advance payment equaling up to 50% of the annual production cost with formula pricing and guaranteed demand. In fact, we are talking about long-term and planned production activities, when production volumes increase only at the first stage by 10 million tons per year. In the next 12 years, investments in manufacture will exceed 270 billion rubles. Over 50 billion rubles in the development of infrastructure for grain logistics and storage of crops (improvement, storage, processing).
For reference
Grain Terminal Zabaikalsk is the part of the Group of Companies "New Land Grain Corridor", implementing the same named large-scale Program, which is supported by the President of the Russian Federation. This Program, due to its successfully implemented and replicated mechanism of "contract production" with production advancing and full technological support, using environmentally friendly technologies and only scientifically based methods of work, will increase grain production in the Urals, Siberia and Far East regions from current volumes of about 27 million tons per year to 60 million tons per year or more. Moreover, this initiative will allow to invest in the development of grain storage and processing infrastructure.
The operator and organizer of the "contract production", elevator infrastructure, as well as the holder of export contracts, is represented by FET Production and Export Company, which is also a member of the Group of Companies "New Land Grain Corridor".
