Meeting of Mikhail Mishustin with the President of the People's Republic of China Xi Jinping

First of all, I would like to congratulate you on your re-election as the President of the People’s Republic of China and sincerely thank you for the great personal attention you pay to the development of friendship and partnership between Russia and China.

It is important that you make your first foreign visit after being re-elected to our country. This testifies to the special character of the Russian-Chinese relations, which are entering a new era.
Your talks with the President of the Russian Federation Vladimir Vladimirovich Putin will take place in the Kremlin today. A number of important decisions on the development of the Russian-Chinese cooperation in the medium-term horizon through 2030 is planned to be taken.

The Russian and Chinese governments must ensure coordinated work on the implementation of all agreements that will be reached at the highest level. <...> In Russia, we are sincerely interested in further strengthening of our comprehensive partnership and strategic cooperation with China. Our relations have reached the highest level in the centuries-old history and have impacted the formation of the global agenda in the logic of multipolarity. <...>


It is important that, despite the unfavorable external situation, turbulence in global markets as well as increasing sanctions of the Collective West, trade and economic cooperation between Russia and China develops rather successfully.
Last year, mutual trade turnover increased by almost 1/3 and approached $190 billion.

I am certain that we will complete the task set by you and the Russian President Vladimir Putin — to increase our mutual trade turnover up to $200 billion already this year.
Investment cooperation is the priority issue. The Intergovernmental Investment Commission portfolio includes 79 projects totalling over $165 billion.<...>

In the agro-industrial complex, we pay priority attention to providing of the food security for our countries. We support the «New Land Grain Corridor» project, which will ensure supplies of grain, legumes, and oilseeds from the Siberian and Far Eastern regions of Russia to the Chinese market.

Due to the pandemic, neither we nor you had an opportunity to visit our countries for several years. It gives me a great pleasure that after three years I can visit our friendly Russia again.

Yesterday we had an informal meeting with President Putin, during which he mentioned that 10 years ago, when I was first elected as the President of the PRC, I also chose Russia as the first country of my foreign visit. And the memory about this still remains in my heart.

I said that we have chosen Russia as the first country for the foreign visit of the Chinese leader. This corresponds to historical logic, because we are the largest neighboring powers for each other. And we are also comprehensive strategic partners as well. Over the years, our relationship has undergone many performance tests. Therefore, I chose Russia for my first foreign visit after the re-election without any doubt.

Yesterday, I also officially invited President Putin to pay a visit to China at a convenient period this year. This year, China will host the third high-level international forum within the framework of the «Belt and the Road Initiative». President Putin took part in the previous two forums. The «Belt and the Road Initiative» is an important direction of cooperation between China and Russia, therefore I will definitely invite President Putin to take part in the third «The Belt and the Road Initiative» Forum .

During this visit, I will comprehensively summarize achievements in the development of bilateral relations with President Putin and outline a plan for the future cooperation. Actually, we have already received a lot of practical results in this regard and expect even a greater success.
