Today Chinese Premier Li Keqiang and Russian Prime Minister Mikhail Mishustin held the 26th regular meeting of the heads of governments of China and Russia. The event took place via videoconference.
Li Keqiang stressed that China and Russia are the largest neighboring countries and global partners that provide each other with development opportunities. According to him, the Chinese side attaches great importance to the development of relations with Russia. He recalled that this year was marked by the 20th anniversary of the signing of the Treaty on Good Neighborliness, Friendship and Cooperation, in connection with which Chairman Xi Jinping and President Vladimir Putin issued a joint statement and decided to extend this agreement, filling it with new content. Both sides are actively overcoming the effects of the COVID-19 pandemic, contrary to the prevailing trends, promote the growth of bilateral trade, significantly expand the scientific and technological cooperation, simultaneously develop large-scale joint projects, so interaction between the two countries in various fields is gaining new strength and vitality, said the Premier of the State Council.
The heads of governments of both countries fully confirmed the effective and pragmatic work of the commissions throughout the year. Li Keqiang said the two countries should take advantage of complementary cooperation, strengthen cooperation on transport and communication interconnectivity, promote trade and investment facilitation, further expand mutual market access, and provide secure and stable supply chain system. China and Russia should deepen cooperation in basic research, interpretation of scientific research results and joint training of qualified personnel, strengthen cooperation in advanced industries such as big data massives and artificial intellect, thereby promoting the quality and sustainable development of pragmatic cooperation, he continued. The two countries should strengthen the main areas of traditional energy cooperation, promote full-cycle cooperation in upstream, midstream and downstream production chains (exploration, production, transportation, storage and marketing of oil), ensure the stability of long-term oil, gas and electricity supplies, said Li Keqiang. At the same time, countries need to keep an eye on energy security and the transition to low carbon emissions, explore opportunities for cooperation in the development of renewable energy sources, and deepen partnership in energy sector, he added.
M. Mishustin, in turn, said that Russian-Chinese relations of comprehensive partnership and strategic cooperation are now at the highest level through their centuries-old history and continue to develop dynamically in accordance with the Treaty of Good Neighborliness, Friendship and Cooperation. He noted that regular meetings of heads of government, as well as the work of five intergovernmental commissions, play a significant role in this. According to him, the Russian side is ready to work with the Chinese side to implement the agreements reached by the heads of the two states, deepen bilateral cooperation in the field of combating the epidemic, as well as in the fields of trade, investment, finance, energy, agriculture, aviation, cosmonautics, cultural, interregional cooperation, along with strengthening the integration of the Eurasian Economic Union with the "Belt and Road Initiative", strengthening the traditional friendship between the two countries, giving additional impetus to the development of comprehensive and multifaceted Russian-Chinese cooperation.
Li Keqiang and M. Mishustin announced the adoption of the Joint Communique of the 26th Regular Meeting of the Government Heads of China and Russia, as well as bilateral documents on cooperation, related, among others, to the regional economic cooperation, digital economy and customs.
