BEIJING, June 29 (Xinhua) -- Chinese President Xi Jinping's upcoming visit to Russia will boost pragmatic cooperation between two countries. Director of the Institute of Russia, Eastern Europe and Central Asia of the Chinese Academy of Social Sciences Li Yongquan stated this in an interview with Xinhua.
According to Li Yongquan, the high-level meeting between China and Russia is very important for promoting development of bilateral relations and raising the level of pragmatic cooperation between two countries. As he specify, within the framework of the Chinese-Russian comprehensive relations of strategic cooperation and partnership, mechanisms for bilateral consultations at different levels have been established, and meetings of the heads of two states is the most effective and influential of these mechanisms.
"Every year, leaders of China and Russia meet four or five times on the sidelines of international events, but the most important are mutual visits at the highest level, and President Xi Jinping's upcoming visit to Russia in July is just that event," the expert said.
He stated that these meetings are mostly aimed at solving problems related to bilateral business cooperation, and "many important major projects were born during one of the meetings of the leaders of two countries."
"For example, in May 2015, China and Russia issued a joint statement on cooperation in interlinking the development of the Eurasian Economic Union / EAEU / and the Silk Road Economic Belt," he noted, "that is to say, that both parties agreed on cooperation within the framework of the project "The Belt and The Road" during Xi Jinping's visit to Russia."
"The signed statement laid a solid political base for promoting further business cooperation between China and Russia and other EAEU countries, which is of great importance," the expert said.
Firstly, the expert pointed out, that means that China will strongly support the integration process under the leadership of Russia, and EAEU is the most important result of this process. Secondly, it also indicates that Russia will strongly support the Chinese "The Belt and The Road Initiative, considering that the latest and integration process will complement each other.
“At present, China, Russia and Eurasian countries have made important progress in cooperation within the framework of "The Belt and The Road" project, as well as the deep mutual understanding with the great results in integration of development strategies,” he said. “For example, in the field of energy cooperation between China and Russia, and in conjunction with the the new economic policy of Kazakhstan "Nurly Zhol" / "Lightful Way" / with "The Belt and The Road" initiative.
As for cooperation between two countries within UN, SCO and BRICS, Li Yongquan noted that China and Russia, as permanent members of the UN Security Council, keep the same or similar positions on many international and regional issues. "In the global issue of protecting peace and justice, cooperation between China and Russia makes an important contribution to ensuring peace and stability on the planet."
He noted that China and Russia also maintain effective cooperation within the framework of SCO and BRICS activities, and "without honest cooperation between China and Russia, SCO would not have been able to develop so perfect and successful and could not have made such an important contribution to security and stability in the region."
Speaking about the role of China and Russia at the international level, Li Yongquan pointed out that China and Russia on the international stage continue to make efforts and conduct coordination and harmonization to develop fair, equal, mutually beneficial and collaborative international relations. He believes that at the regional level, China and Russia have influence on the security situation in Central Asia, Eurasia and Northeast Asia. "Ensuring of the regional security is the main condition for development, so China and Russia will continue to strengthen strategic cooperation within SCO and other mechanisms," the director said.

In this regard, the expert pointed out that the United States has gained the most part of benefits in the previous round of globalization, and the current trend of trade protectionism in the United States does not mean that the country will not need globalization.
"On the contrary, they just believe that the current rules of globalization are not beneficial for the United States, and they need new rules that will be developed in their favor," the expert stated.
The expert clarified that in the course of developing new globalization regulations, the United States tries to maximize its own ones, but "one-sided pursuit of personal gain is not just unaccepted only, but also harms an attractiveness in international relations." He stressed that the attractiveness of China's "The Belt and The Road Initiative" is predicated upon equality, mutual benefit, cooperation and common gain, and cooperation in this context is carried out on the principle of mutual consultations, development and sharing the beneficial use of achievements.
"Coordination of "The Belt and The Road" Initiative with EAEU shows that China and Russia have reached mutual understanding in creating a new type of cooperation relationship, and successful interaction between China and Russia in Eurasia will definitely have a positive impact on cooperation on a global scale," - said the expert.
As for the challenges in future development of Chinese-Russian partnership, the expert stressed that relations between China and Russia are established on the basis of long-term strategic interests, and "we have not enough personnel to develop our promising cooperation."
The expert stated that relations between states are made up of relations between peoples, and the most important thing in relations between peoples is knowledge about each other and mutual understanding. "Improvement of the people exchange programs and training personnel especially for the long-term development of Chinese-Russian relations is an issue that we should pay the most attention to," the expert concluded.
